Weather predicting Welsh Lady - Painted stamp Empty Weather predicting Welsh Lady - Painted stamp

Hi

Can anyone work out the stamp? The middle is the reg number and the bottom says design but just can't make out the top though it may just say Registered (Registered Design). There is a paper card tag with her that explains that her apron changes colour to predict the weather, the tag looks about 1950's at least.

Yes, it just says Registered - fairly typical of this type of item
