Madonna / Mary & child maquette figurine....

I'd guess it was a Mary & Jesus pair. Might be a student piece, or a trial piece for something larger...?

It looks to me like a maquette for a larger sculpture, so maybe you ought to be investigating in that direction.

It has a Medieval look to it. Bit of a long shot, but maybe made for a museum display?

Worth sending a photo in to the V&A and ask if they've seen anything like it.

Possible Finnish?

I know how you feel. One day, perhaps.    Meanwhile, the search continues. Hopefully there are more out there, but I suspect Studio-pots is right and it's a maquette, a one off, and possibly for a larger piece that was never commissioned.

even if it is a maquette there should be other pieces by the artist out there...
it shows to much quality to be the only figurine this artist should have made

I suspect the full size one is in a church somewhere. Maybe 60s-70s rebuild after being bombed in the war like Coventry Cathedral.
