Just asked "my friend google" for pics of monuments with horses:

On the horse sits tsar Nikolaus I., the building in the background is St. Isaaks-cathedral in St. Petersburg, Russia

Fantastic Micha, thank you. I'm guessing its a russian artist then, thats why I cant read the signature.
