Not something I recognise, sorry.

But it would be hard to hazard a guess without dimensions and photographs/descriptions of the base and rim finishes.

I don't recognise it either but, as Nic has already said, a shot of the base would be helpful together with basic information.

18cm high I have a feeling this is nothing special it was thrown in with some pots

It looks machine-made in your photos, so probably it would have been sold through a very low-end homeware shop any time over the last 20-30 years.
