I bought this piece because it seemed quite well done and a solid build quality though I know nothing else about it

from a minor search it seems it is early 1900s, maybe cold painted? bronze?

is it a dachshund?

Yes looks a Dachshund. It could be cast-iron, it is a bit rusty? Try a magnet on it.
I would guess at German from the novelty style.
