I saw this identified somewhere as Taylor Tunnicliffe & Co., but I don't have a reference for you.

Indeed it is a mark of Taylor Tunnicliffe of Hanley Staffs, used between 1875-1898.
The lack of "England" in the mark would suggest pre-1891.

Is the silver rim Hallmarked?
Is there a lid?
