What are they?

There are a pair of these objects, 29cm tall by 25cm wide, solid brass, made up of 7 individual pieces connected via a central rod. Nothing appears to have been placed on the bars as there is no sign of wear. They came from a Scottish estate that included William & Mary furniture, Masonic regalia and military silverwear

Very ornate, but they must have a purpose, as opposed to being purely decorative.
It looks as though something would surely hang on those bars.
Maybe ladies' gloves or something like that?
