It might be but I assume there are two marks under the glaze that make it impossible to say. Is that correct?

You would be able to tell more than anyone would be able to from a picture. However whatever the case, a definitive identification would be impossible.

I've not come across a St Ives or Winchcombe or similar piece with that form of decoration, but it might be a recent design
