Enamel like & Cobalt antique plates, Any ideas on maker and date please?

These plates have a hand painted relief decoration with cobalt blue band encircling the well of the plate. They have glaze crazing. Each has an iron red number 8647 on the underside. Any help on identifying origins and date much appreciated.
