It looks like one of those generic street scenes that are for decoration. The fact that it appears to have been signed and then painted over also suggest that it is a "factory" produced work rather than by an artist. 

From the image I can't tell if it is a painting or a print.

If I may add that when you run your hand over it, it does have peaks where it appears paint would have been applied heavier in various areas.. not sure if that is a sure way to tell if it's a print or not? I would imagine a print would be flat?

Sometimes they cover it with a thick varnish, but if the bumps correspond to paint brush strokes then it's painted. But I agree with studio-pots that it does look like a fairly generic painting of the sort produced by paint shop 'factories' in China and Eastern Europe for the interior decoration market.
