Unknown potttery figurine Empty Unknown potttery figurine

Help needed on this old potter figurine that is hand painted.  I've been on numerous sites, but to know avail. The small embossed or protruding pieces. Could this be some sort of marking I wonder.   Does anyone know anything about it, thanx?
