Possibly.
Came across a photo of a Tudor re-enactment at the Old Royal Naval College, Greenwich, 2009, with a heap of greenware. Might be a piece made for re-enactments.
Might also be North Devon greenware.

Ive never seen that wire pull mark on french provincial pottery

I doubt it has a great age , not because of the base having wire marks as they did that in the 15th century also , I'd have thought Belgian / French
