Vase signed CRHW Arden? Empty Vase signed CRHW Arden?

Anyone recognize this signature? I think that the bottom part says Harper but I'm terrible with reading of other people's hand writing Shrugs 
The vase looks nice and interesting, however I don't think it's of a high quality as possibly made of mould. Any ideas who made it?

First word looks like Crhw, second looks like Arden

Might be a pottery in Wales?
