The impressed numbers under the 8678 is the date code. I can see the 2 which is February but the other two numbers, I can't make out but if you put 19 in front of them you will have the date.

Thank you. I can’t see those impressed numbers either. I wonder whether the absence of the Royal Staffordshire was relevant as to what period it was made in.

The design and it being hand painted is more relevant. Hand painting in the manner was begun in the late 1920s by Clarice Cliff and the paintresses that she trained. In the 1930s new shapes were developed and the Clarice Cliff mark was added to the hand painted wares.
Because this is a bowl shape used by Wilkinson's in the 1920s and because of the style of the flowers it is almost certainly going to have be painted and sold between 1928 to 1932.
The impressed numbers would relate to when the bowl was biscuit fired and at this period it could have been hanging around for a year or two before being painted.

As the numbers are impressed, try pushing some blue tack onto them. This should give you the numbers, but remember they'll be reversed.

Although the shape is that used for Clarice Cliff wares in the 1930s, the decoration suggests that it was finished post 1945. I assume that you found it in the USA and, if so, it could date from the late 1940s. At that time, factories were only allowed to sell undecorated wares in the UK but decorated wares could be produced for export only.

Thanks studio-pots for the information. I may have bought it in the usa but over the 53 years we have been here we have been back to England every couple of years and always hit antique shops car boot sales in Suffolk where my siblings still live.
