Could the top word be Krown? Given the crown symbol as as well.

Kroon l'Ancora pottery from the Netherlands seems to be what the internet says although information is a little vague. However on a Dutch auction's site it had the dates 1955-1968, which might be the date of pottery operation. The information used by the auction house comes from a book - Ceramics from Kroon en l'Ancona, by Sieni Luiken Pluis.
Kroon is a Dutch surname and it does come from the word Crown hence the crown image.
