The pattern numbers point to a European maker. Maybe Belgium or Spanish

Many thanks as always for your thoughts.
Was just thinking that the Incised bird on the base could be alluding to the Stork makers mark associated with the Rozenburg Pottery from The Hague in the Netherlands - along with their date and model marks - but can’t recall seeing their marks incised on any of their pieces that I’ve seen. Pieces also tend to be heavily decorated in an Art Nouveau / Arts and Crafts manner as a rule?
Overall feel of the pot seems to be turn of 20th century European (my fave would Belgium as well) but not sure….bit of a quandary attribution wise!
