I don’t think its Samian ware. That is alot thinner, and with a distinctive burnished red slip glaze. Other than that, I don’t what it is.

Looks like a British earthenware piece, commonly used in 17th or 18th C. You’d need an expert on glazes and bodies to know where it was made.
