large ceramic bowl with a squiggle on the base

I would be very grateful if anyone can tell me anything about the mark on this bowl, I know that the original owner worked for the Hong Kong  Police before the 2nd World War, but know nothing else

Here are a couple of pictures

There is another mark in the raised cartouche above the mark, but on
expansion it just seems to say "ENGLAND". The painted mark will just be the
decorators mark.
This would have had a large matching pitcher, and the fact you have the soap dish
points to it being a (part) wash-stand set, Late 19th/early 20thC.
Almost certainly Staffordshire, made in large quantities, and more often than not,
there are no manufacturers marks.
