I think it's either Star and fan (Swedish)
or (Eastern) Star - Imperial (USA) or Riihimaki (Finland)

Could well be, Brockwitz "Curved star".
My book is mainly for US carnival, Germany is not even mentioned. So I'm
not so familiar with European carnival.
With what looks like a ground foot, it won't be US.
I did find a (poor) image of a bowl like yours attributed to Karhula (Finland).
They all copied one anothers' designs, sometimes with very subtle differences.
