Cobalt hand cut decanter Empty Cobalt hand cut decanter

Hand cut decanter is 10-1/2" (26.67cm) high to top and 3-1/4" (8.25cm) diameter base.  Marked "36" on stopper base.  Anyone recognize maker?Cobalt hand cut decanter 20220510

Looks well made, but I can't help with ID sorry.
The number on the stopper, made separately, is to match it up with the base,
so it sits correctly in the tapered neck. There's often a matching number on the base.
