I think it's Kerry Glass from Ireland. Two Glass companies used this flame mark, Kerry Glass and Isle of Wight Glass, but the style doesn't look like Isle of Wight Glass.

I think they are Isle of Wight.

if you search Bing images for 'isle of wight pen holder' you can see a photo of four (in a different colour) of these with a 'handmade in the Isle of Wight' label. The photo was actually posted to this site, but unfortunately the link is dead

Is there a pontil mark to the base? If so that can help you confirm if it's Kerry glass or Isle of Wight. They reversed the flame design for Kerry
