The glazes are those used in Westerwald salt glazed pots

Interesting piece. That salt glaze certainly looks German. They did do a huge variation of stuff in the 'Fat Lava' period. But this is certainly unusual for that period.

Portugal used similar glazes and techniques which would explain the odd shape and design
