Tiny Oriental Sake?? Drinking Bowl Possibly???Help Needed

This is the final bowl i bought off me mate this is a lot smaller has been heavily decorated inside and
outside, It maybe a celebration type of thing as many characters are inside it but not to sure where or when
it might be made. The base has a small mark but not very clear. Any help with any of these would be great
i have looked around but not found much out thanks for taking a look
