Lovely pot with black tulips . Is it french ? Empty Lovely pot with black tulips . Is it french ?

Hi
I’d love some help to identify this pot. I’ve had it ages but just can’t read the inscription on the bottom. I think it’s french or possibly Belgium ?
It’s brown glazed outside with blue inside and what I think are black tulips on the front
Any help would be appreciated
