brass item - horse harness Swinger or Terret

I have this solid brass item. It is 13cm long. The centre disc is hinged as shown and the base has is threaded and has a locking bar which screws on to the thread. The only thing I could think of was a car mascot but am probably way off the mark. Any help greatly appreciated

Its a horse harness Swinger or Terret,, they can be disk like yours or a bell,, used on heavy horses.

As a continuation from this... it sits on the top of the harness (on cart horses) that goes around the horses neck (at the highest point on its back/withers) & is purely decorative however they have a history similar to Martingale Brasses... Originally amulets to protect the horses and their cargo.
