Looks like an early 20thC German/Austrian 'fairing'. A lot of this cheap hard paste porcelain touristware was imported from Germany/Austria for sale to holiday makers at the seasides and at fairs in the late 19thC- early 20thC. It was either unstamped, or stamped Germany, or stamped Foreign after WWI. After WW2 it was replaced by imports from Japan.
