It looks like a technique known as Spongeware. It is quite an old process, this this looks like a modern studio pottery version.

It looks like the work of a hobby potter but I have noticed that many of the younger potters these days lack potting skills and this is being marketed as part of the charm/art.

Thank you Philpot. Think you're right about the spongeware - certainly on the blue and then maybe the green has been painted by hand.
