Strange bubbly Vase made in two parts Empty Strange bubbly Vase made in two parts

This piece would love to find any information about age or where it was made
seems to have a technique similar to some Scandinavian decanters i have
held in the past i think it is known as half post??but not sure the base has lots
of fine bubbles on an ochre color base quite interesting not seen one before
measures 5" tall quite heavy.
