They're decorative but I don't think they're a pair. The patterns on the plates and around the sconces are different and the spindles are differently shaped - the one on the right in the top pic is shorter and wider. They might even have be something that somebody has assembled from spare parts to look as close to a pair as possible.
Agewise, they're probably early 20thC, but if they are a cobbled set there could be several makers' pieces in there.

All that said, I like candlsticks and chambersticks and have quite a few scattered around home, quite a few being 'nearly' pairs; put one at either end of a shelf and nobody notices the differences.
