Yes, the middle shot is the base. I wondered, could it be Govancroft, Glasgow 1920s, 30s? I've looked but can't see this pattern?? Cheers

Maybe a match striker, and the matches were kept inside?

Matches and the spent ones go round the base. Gets my vote.

It could be for matches but the ribbing doesn't really look sharp enough to strike them. If that's a hole in the lid rather than a dimple it could possibly be a string or thread holder.
Is the centre part a collar or does it have a solid base?
