Looking online there are several Japanese pieces with this label but no information. I can only assume it was a late 20thC exhibition of modern Japanese hand decorated porcelain.

I have lived in London the best part of 50 years and don't recall seeing the label before.
Looking at the vase and the label, it looks to me like a short-lived retail/wholesale line of pots produced in factories in Japan for sale in London. Over the years there have been numerous large stores in shopping malls here completely dedicated to all kinds of inexpensive Japanese pottery such as this.
