Large Platter In Cobalt Blue Chinese Reproduction/Original??

Large 12" x 1" blue & white Chinese Plate seem's to have some detail but i find the Chinese
Pottery a minefield most pieces i find seem to be reproduction's of earlier design's or modern
made to look old and very convincingly too not had a piece marked this way before can any
body say if it's modern or old and of any interest would love to know what the mark means :)

The border is transfer printed, and I’m not sure if the main design is also transfer printed and hand coloured. Japanese or Taiwanese is also possible. I can’t tell how old it is.
