do you think it may have been carved from reclaimed wood? I'm thinking maritime, sailor made, folk art

I’m thinking Maritime too, but I don’t think it’s reclaimed wood, although I don’t know what the wood is. It’s too light to be oak. Poplar, maybe. It’s been carved with a notch front and back, and holes through the sides for a wooden dowel. So made to fit on something.

Might it be a seal or a dolphin rather than a dog - bit more nautical/ maritime?
