Figurine 20 cm woman with hat, unmarked Empty Figurine 20 cm woman with hat, unmarked

Main figurine does not have a shiny glaze - is this bisque pottery?. Base itself is white shiny “china” .
Guess it’s maybe 1900ish or late 19th c Continental.
Can anyone help - I’m a bit out of my depth.

My first thought is late 19thC German/Austrian. As it’s unmarked it points to a smaller factory making Meissen/Dresden copies
