please can anyone ID the maker of this beaker

This lovely beaker fits perfectly in the hand, it has a dark blue decoration, very confidently done.  It has a double potter's mark, one part of it looks like a Union flag, but I am uncertain of the initials JP? UP?  I found it in a charity shop, please can any one identify the maker? Thank you

Thank you so much Naomi, I believe you are right, I have been reading the spoked wheel as a flag. I wonder if these are early versions of Joan Piggford Agnew's marks? And how did this beaker end up in North Yorkshire?
I heve a photo of the base, but have not yet been able to upload it. It shows a pinkish, coffee-ish colour of clay, fairly pale. It is completely smooth, and the edge is chamfered where the base rises to become the wall of the pot.
I am presently scouring the web to look for more examples of JPA's work, if you are aware of a link I would be delighted to know of it.
