Flower bowl - possiby earlier than C20th? Empty Flower bowl - possiby earlier than C20th?

This bowl looks to be a mix of transfer and hand-painted (over the glaze) decoration. Any ideas who, where, when?

Almost certainly 20thC Staffs, probably pre WW1.
