Totally out of my comfort zone, but that was my initial thought. I did a quick search but couldn't find any with that blue heart shape. I'm sure someone will comw forwards with an answer.

I don't think they're gaudy enough to be Gaudy Welsh. I have some plates with hearts, diamonds and clubs pattern in blue, which are Crown Derby blanks, so possibly Crown Derby or sold on to another Staffs factory to be decorated

A sparsity of decoration doesn't mean that it isn't gaudy as that term is pretty generic and covers all sorts from quite delicate through to big and bold. In addition, I wouldn't read too much into the inverse hearts - a simple search under 'Gaudy Welsh porcelain' on eBay gives a good idea of the variety of cobalt shapes used.
It's a bit difficult to tell from the pics but I would say that these two date from the second half of the nineteenth century and they're painted with a Gaudy Welsh palette, which is a good way of saying right colour but not sure of anything else!
