The style is a bit reminiscent of Nicholas Hillyard, who signs like that, except with "Axminster" instead of "Membury". They're very close, so perhaps he used to work there.

Re: Nicholas (Nick) Hillyard, Membury and Axminster Pottery
Not in the book. Membury is the place (not to be confused with Nick Membery). There is another Membury Pottery but stoneware and with an insect mark.
Based on the sgraffito decoration I'm wondering if it's Nick Hillyard of Axminster Pottery but he's not in the Marks book so I don't know if he was ever at Membury.

From a bio. dated 2014:
Nick has been a potter for 25 years, along with teaching pottery in local colleges.
His designs are beautiful and highly intricate, influenced by oriental and European folk pottery. The decoration is hand carved Sgraffito slipware, achieved without stencils or patterns.
Nick is a very popular local potter whose work is exhibited in various West Country galleries as well as at Liberty’s in London.
