Is this 50s/60s italian? It says Italy on the base but it looks more French or Spanish possibly Portuguese.

I think it's by the same manufacturer as the Italian 'spaghetti cats' from the second half of the 20thC. Unfortunately records were lost and it's not known who made them; probably several factories.
