It may be Wedgwood but it seems to be a misspelling of the Greek phrase 'Tranquillien Etruria' so it may simply be by an anonymous Staffordshire factory. The addition of England dates it to the turn of the 20thC

Thanks everyone, there is one on ebay with an impressed mark and again Tranquil Line - seems to be a Tranquil Lane up in the Potteries.....

Looks like it's often spelt 'Tranquilline' and a quick look at Google shows an odd mix of things from what looks like mass produced through to hand thrown. All a bit odd.
