I like SP's word from yesterday = mingei
Then let's agree with Yanagi Sōetsu and call it mingei i.e., “hand-crafted art of ordinary people”.
It's the sort of item you can make in metalwork; carefully beat out the shape from a sheet of copper with a hammer then solder the three legs and engrave a horse. I have a little ashtray at home.

I made one at The Technical High school in Metalwork, 1960s, very similar but no engraving.

i suspect it's middle eastern / Turkish and the mark in the middle is a Tughra (calligraphic mark)
