What on earth could this be?

A pressed glass thingy, embossed THOMAS'S HALIFAX on the front, and MADE IN ENGLAND on the back.
3 in diameter 4 in high.
Medicinal, agricultural, veterinary, cullinary, or...... what do you think?

Think it slides onto a bar of a bird cage. Google images bring up a couple and variations of it
