Re: Hammersley
The BBC's Your Paintings database is a good resource for searching artists names. There are none with these initials (closest was a Doreen Hammersley, who painted in the 20s - http://www.bbc.co.uk/arts/yourpaintings/artists )
This looks like an amateur artist who is either an itinerant, making a few pennies by going around painting people's houses, or by a member of the family who lived there in which case you could try the Census for that decade, if you can work out the full address of the property.

Re: Hammersley
I think that Naomi is correct, as I can't find any record of a known artist active around that date with that surname.
The village of Oakamoor is in North Staffordshire, midway between Stoke and Ashbourne and south of the Peak District National Park. Maybe the house is still there?

Re: Hammersley
Sometimes the value is in the frame rather than the painting, although the current owners of the house might like to buy it.
