Having difficulty narrowing it down to a country, let alone a maker. Any suggestions?

That's a good lead. Found a goblet under Stelvia Glass, Italy, designed by Wayne Husted, with a similar look and the same sort of irregular seam up the glass, so possibly one of theirs.
