Is it part of a pin cushion? Empty Is it part of a pin cushion?

I've seen the ceramic lady's heads with holes like this at the shoulders for the purpose of sewing onto a body or pin cushion, but not an animal/bird.
Is this the purpose of this cockerel, ie, with the holes at the base for sewing onto a padded pin cushion?

I thought it might be a pie bird but unless it has a mouth hole or a butt hole, probably not. Laughter
