Its about 3 inches high...and has holes in its chest...pepper shaker ?

I believe it's Lomonosov porcelain. A rooster or peacock.

I guess we can say that it was made before 26th December 1991 and the 3 Russian letters above Made in USSR are LFS for "Leningradskij Faforowyj Savod" or Leningrad porcelain factory.

A model of a bear cub, with the earlier USSR mark.
The marks are ink-stamped and can easily be rubbed off, hence unscrupulous
dealers would partially rub away a later RUSSIA mark, leaving USSI, making it
more desirable to collectors.

I would have read that as LFZ - a for "zavod" = factory.
English alphabet "S" usually transliterates to Cyrillic "C".
