Even though there's "there's nothing on the base" we still need to see a photo of it, to rule out other things with nothing on the base.

I suspect it's made local to you - ie, Portugal - or Italy.

The F is probably a decorator's mark.
Seems to be made of the soft white clay that's typical of Spanish, Italian and Portuguese pieces.

Hi,
I think this vase is portuguese. From the same factory as this set:

Decorated with ceramic pencil and no marks on the base.
Still a mystery to me

Hi Rita. Maybe i found it!!!!
.
Let me ask you something: Secla always marked their pieces?
If not, maybe is Secla.
See this:
The advertiser don´t show a picture from the base, but i saw one of this pitchers with glasses marked secla on the base before, as a small cruet with the same stripes marked "foreign" at it seems secla indeed

No Joel, these pieces are not Secla.
Secla never used this type of ceramic pencil decoration.
They only used painted stripes.
(the OLX listing is not accurate, the seller is trying to pass it as Secla.)

I could swear i saw one of this set, with this pencil stripes decoration, marked secla on the base. I saw it more or less 4 month ago in an small antique shop, on a cellar, in front of jardim da parada in Campo de Ourique. And they're not painted stripes!!!
I'm very, very stubborn Rita... sometimes i think i shouldn't have been born.

Well, we must find that set then
Maybe it still is in Campo de Ourique.
I know that feeling of stubbornness
