Very odd hanging glass implement - Belgium or Dutch

A really odd piece this at about 16 inches long and I assume for wine or the like however the hook is blown glass and it really is rather thin and delicate. The piece had an original gold label but it fell off enroute home, from memory it was Dutch or Belgium in origin.

Might be a wasp catcher.

googled 'glass bird nest' and it came up with hand-blown glass bird feeders stocked at Ikea. So, bird feeder.
