I would say no IMO. The Holmegaard ones designed by Per Lutken have a clear heavy base, its hard to tell from your pictures Brin but this one looks like the blue glass is continuous to the base.

Magnor Glass (Norway) do one but, again it's cased glass, not a continuous colour.

Its very difficult to tell...because you can obviously see the blue through the base...but i think the base is clear. If not Holmgaard...??

Cased = different layers of coloured &/or clear glass. eg, dark green layer inside and a clear glass layer outside. Or multiple layers, eg, Murano Sommerso vessels.

See how this one has the thick heavy base:
Kastrup-Holmegaard-Beak-Bubbles-Vase-Ice-Blue-1960-label
also yours has a lobed base that the Holmegaard ones don't.

lobed - adjective
1. having a lobe or lobes; lobate.
2. Botany . (of a leaf) having lobes or divisions extending less than halfway to the middle of the base.

This could easily be from Kastrup/Holmegaard but it is not a Per Lutken 'Duckling vase'. Take a look at these two links:
