The mark is upside down - looks like F3. Possibly a decorator's mark, rather than a manufacturer's mark, but someone might recognise it.
It looks continental - possibly French, German or Austrian. Could be by a company such as Limoges or one of their competitors.
I expect it sat on a lady's dressing table and held face cream or powder. As it doesn't have an import mark I expect it's Victorian or turn of the century in date.

I'm pretty sure it is opaque glass, I'd guess late 19th century. (If you can confirm it is glass, I can move to thread to the glass section for you)

Just a guess but looks like an old powder jar to me,
